Phrase from the opening line of *Richard III ('Now is the winter of our discontent'), which has become the standard description of the winter of 1978–9 in Britain – marked by exceptional levels of industrial unrest and of days lost through strikes. That winter is remembered also for the remark 'Crisis? What crisis?', attributed to the prime minister, James Callaghan. The phrase was in fact a Sun headline, reporting an interview in which he had denied that there was 'mounting chaos'.
