The findings and recommendations of Lord Justice Taylor after the *Hillsborough football disaster of 1989. His main proposal was that the terraces for standing fans, on one of which the tragedy had occurred, should be replaced by seating in the grounds of all Premier League and 1st Division clubs - with the start of the 1994–5 season as the deadline for completion of the work. The fans, attached to open terraces and cheaper prices, staged some peaceful protests against the changes. But most clubs met the schedule, and the consensus is that British football has been vastly improved.
