Lord Rosebery

(Archibald Philip Primrose, 1847–1929, 5th earl of Rosebery 1868) Liberal politician who held high office as foreign secretary (1886, 1892–4) and briefly as prime minister (1894–5). It was his initiative at the Home Office, when responsible for Scottish affairs in the early 1880s, which resulted in the establishment of the *Scottish Office. The 16 months of his premiership were made ineffectual by a Conservative majority in the House of Lords and by divisions in his own party, but they were distinguished by one unusual achievement; horses owned by him won both the *Derbies within that period.
