(London SW1) Public body established by the Race Relations Act of 1976, responsible for promoting harmony and equal opportunity in the UK's multiracial society. It was the successor to the Race Relations Board, set up under an earlier Race Relations Act (1965) to improve the lot in Britain of the large ethnic minorities resulting from recent high levels of *immigration. A report published by the RRB in 1967 revealed much discrimination – against blacks and Asians in particular – in employment, housing and the provision of public services.
Three decades later, unemployment among Britain's young black population and a sense of racial discrimination are still high among the problems of the inner cities.
