(1888–1965, baron 1959) Labour politician and MP (with intervals) for South Hackney from 1923 and East Lewisham from 1945. He was prominent in the postwar Labour government – as leader of the House of Commons (1945–51) and briefly foreign secretary in 1951. As minister of transport in 1931 he was responsible for the bill which established *London Transport. His background was in London politics, leading the Labour group in the *London County Council between the wars.
