A pioneering educational venture, introduced in 1969 by the Labour government under Harold Wilson; it has proved a great success. The university's part-time degree courses are open to anyone, without need for formal academic qualifications. Tuition is by correspondence and through television and radio broadcasts, supplemented by video cassettes; and there is a network of study centres where tutors and fellow students can be contacted. There is no time limit by which exams must be taken, but the degrees awarded are of the same standard as at conventional universities. About 75,000 people of all ages are enrolled at any time as undergraduates. The administration is at Milton Keynes in Buckinghamshire.
