(National Society for the Prevention of Cruelty to Children, London EC1) The Society was founded in 1884, when the law had no power to intervene between parents and children. Its activities led to the Prevention of Cruelty to Children Act of 1889, and in 1904 parliament gave its officers the power to take children into care on the authority of a magistrate. The Society's local inspector, known popularly as the 'cruelty man', became a familiar figure in each district.
