(1854–1925, KCB 1895, viscount 1902) British high commissioner in South Africa at the time of the *Boer War, contributing to the inevitability of that war by his determination that the Boers should submit to British colonial policy. The so-called 'Milner kindergarten' was the group of young administrators whom he recruited in Oxford to take over the administration of the Transvaal after the defeat of the Boers.
