Howard League for Penal Reform

Pressure group formed in 1866 and named after the great 18C prison reformer, John *Howard. The league, relying entirely on private donations, has campaigned vigorously on moral issues such as the abolition of capital punishment. But its central theme remains as urgent as ever, with conditions in Britain's overcrowded and antiquated *prisons widely agreed to be in need of reform.
