A traditional phrase for testing someone's degree of intoxication (by asking them to say it clearly), but otherwise famous largely for not existing. Britain is one of very few countries without a written constitution, meaning that no single legal document or code of laws exists which is harder to change than any other. Instead, the constitutional procedures and the rights of citizens in the United Kingdom depend on an accumulation of separate statutes and unquestioned conventions.
